Background of the Study
Poverty remains one of the most pervasive challenges in Nigeria, despite the country's abundant resources and the government's adoption of numerous poverty alleviation programs. The Nigerian Constitution guarantees rights to social welfare, yet poverty persists due to inadequate implementation and systemic barriers. Poverty alleviation programs are designed to address income inequality and promote social justice, but their effectiveness is often undermined by poor governance, corruption, and lack of awareness among the population (Usman & Aliyu, 2024). Gusau Local Government Area in Zamfara State provides a critical case study, as the region struggles with high poverty levels despite several state and federal government interventions aimed at economic empowerment.
Constitutional provisions related to social welfare and economic rights provide the legal foundation for poverty alleviation initiatives. However, the gap between constitutional guarantees and on-the-ground realities often leads to ineffective policy execution. Gusau has been a target for numerous poverty reduction schemes, including microcredit programs, agricultural support initiatives, and skills development workshops. Despite these efforts, the poverty rate remains unacceptably high in the region (Musa & Kabir, 2023). This study will critically examine how constitutional provisions intersect with local-level programs to alleviate poverty, focusing on the effectiveness, implementation challenges, and institutional gaps that hinder progress in Gusau LGA.
1.2 Statement of the Problem
Despite the constitutional framework that guarantees the right to social welfare, poverty remains a persistent issue in Gusau Local Government Area. The poverty alleviation programs implemented by both state and federal governments face numerous challenges, including poor implementation, lack of adequate funding, corruption, and weak institutional frameworks. While the Nigerian Constitution emphasizes the right to an adequate standard of living, there is a significant gap in the realization of these rights at the grassroots level, particularly in Gusau LGA. The failure of poverty alleviation programs to yield sustainable results calls for an in-depth investigation into how constitutional law can be better utilized to improve the lives of the people in this region.

1.6 Significance of the Study
The findings of this study are critical for policy makers, local government officials, and development practitioners focused on poverty alleviation. By examining how constitutional law intersects with poverty alleviation programs, this research will provide insights into the gaps and challenges that undermine the success of such initiatives. The study will also provide recommendations for improving policy implementation and institutional capacity at the local government level, which can contribute to better poverty reduction outcomes in Gusau LGA and similar regions across Nigeria. Ultimately, this study seeks to inform public policy and promote sustainable development strategies.
1.7 Scope and Limitations of the Study
This study will focus on Gusau LGA, Zamfara State, with an examination of poverty alleviation programs and their alignment with constitutional law. The study will analyze programs such as microfinance schemes, agricultural subsidies, and skill development initiatives. A limitation of the study is the sensitivity of issues such as corruption and mismanagement, which may make it difficult to obtain reliable data from government officials and implementing agencies. Furthermore, the findings may not be fully generalizable to other regions with different socio-economic conditions.
